Signing of the Joint Declaration on the Strategic Partnership between the Republic of Armenia and the Republic of Lithuania

On May 19, in Yerevan, Minister of Foreign Affairs of Armenia Ararat Mirzoyan and Minister of Foreign Affairs of Lithuania Kęstutis Budrys signed a Joint Declaration օn the Strategic Partnership between the Republic of Armenia and the Republic of Lithuania.

The full text of the declaration is presented below.

“Recognizing the long-standing friendly relations and cooperation between the Republic of Armenia (hereinafter – Armenia) and the Republic of Lithuania (hereinafter – Lithuania), as well as cultural and socio-economic ties between the people of both countries,

Reaffirming the continued commitment of Armenia and Lithuania to universally recognized norms and principles of international law, particularly those outlined in the UN Charter and the Helsinki Final Act, thus contributing to regional and international security, stability and peace,

Reaffirming the fundamental values underlying Armenia’s and Lithuania’s partnership, including the commitment to uphold freedom, democracy, human rights, and the rule of law,

Commending Armenia’s path of further democratization and Lithuania’s consistent support for the advancement of democracy in Armenia,

Acknowledging the European aspirations of the citizens of Armenia, as expressed in the Law adopted by the National Assembly of the Republic of Armenia on 26 March 2025,

Emphasizing the shared desire and determination of Armenia and Lithuania to expand and deepen their cooperation in the areas of Armenia’s European Union (hereinafter – EU) integration, strengthening Armenia’s capacity to counter hybrid and cyber threats, strengthening Armenia’s democratic resilience, economic and energy diversification, as well as in other areas of mutual interest,

Reaffirming the strong commitment of Armenia to strengthen its political, economic, security, and social ties with the European family and the broader community of democratic states, as further demonstrated by the Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Armenia and the Ministry of Foreign Affairs of the Republic of Lithuania on cooperation on EU related matters, signed on 20 June 2024 in Vilnius (Lithuania),

Recalling the framework set out by the Comprehensive and Enhanced Partnership Agreement between the EU and the European Atomic Energy Community and their Member States, of the one part, and Armenia, of the other part, signed on 24 November 2017 in Brussels (Belgium), and the Strategic Agenda for the Armenia-EU Partnership, signed on 2 December 2025 in Brussels (Belgium),

Striving to elevate the bilateral relations between Armenia and Lithuania to a qualitatively new level,

The Minister of Foreign Affairs of Armenia, Mr. Ararat Mirzoyan and the Minister of Foreign Affairs of Lithuania, Mr. Kęstutis Budrys, hereafter – the Signatories, hereby declare establishment of Strategic Partnership between Armenia and Lithuania.

  1. Political Dialogue

1.1. The Signatories will contribute to the intensification of high-level contacts between Armenia and Lithuania.

1.2. The Signatories envisage holding annual political consultations between the Ministries of Foreign Affairs of both countries to address common priorities and concerns on bilateral, regional levels, as well as international issues of mutual interest.

1.3. Emphasizing the importance of deepening Armenia’s partnership with the EU, the Signatories declare their intention to work towards upgrading the existing Armenia-Lithuania Intergovernmental Commission into an Armenia-Lithuania EU integration Commission, as appropriate and in accordance with the existing bilateral legal framework. In this context, the Signatories aim to hold the first meeting of the Armenia- Lithuania EU integration Commission in the second half of 2026 in Vilnius, Lithuania.

1.4. The Signatories will facilitate holding regular bilateral consultations between sector ministries of Armenia and Lithuania, focusing on supporting reforms aimed at approximating Armenia’s legislation with that of the EU and sharing Lithuania’s EU integration experience.

1.5. The Signatories will work to promote and strengthen Armenia’s democratic institutions, human rights, fundamental freedoms, the rule of law, effective governance, and anti-corruption efforts.

1.6. The Signatories will facilitate active cooperation between Armenia and Lithuania in international organizations, including the United Nations, the Council of Europe, the Organization for Security and Co-operation in Europe, the North Atlantic Treaty Organization and other relevant platforms, as well as through holding regular consultations between the Ministries of Foreign Affairs of both countries.

1.7. The Signatories will cooperate in promoting peace and stability across various regions of the world within the scope of the Agreement between Armenia and the EU establishing a Framework for the Participation of Armenia in EU Crisis Management Operations.

1.8. Lithuania reaffirms its strong support for the agreements reached on 8 August 2025, in Washington DC, between the Republic of Armenia and the Republic of Azerbaijan, based on mutual respect for sovereignty and territorial integrity.

  1. Countering Hybrid Tհreats and Strengthening Democratic Resilience

2.1. The Signatories recognize the potential for enhanced cooperation in strengthening Armenia’s capacity to counter hybrid and cyber threats, protect critical infrastructure, and strengthen its democratic resilience, including within the framework established between Armenia and the EU.

2.2. The Signatories affirm the importance of addressing foreign information manipulation and interference, including through interaction between public and private institutions of both countries.

2.3. The Signatories envisage holding regular sectoral consultations in the fields of disinformation, public diplomacy and related areas to share best practices and address existing challenges.

  1. Cooperation in the fields of Economy, High-Tech and Energy

3.1. The Signatories recognize the potential for enhanced economic and trade ties, prioritizing sectors such as information technology, artificial intelligence, healthcare, water and waste infrastructure management, air quality, biodiversity, sustainable land management, smart agriculture and renewable energy.

3.2. The Signatories will facilitate the promotion of joint ventures, research and other initiatives in high-tech industries, particularly in semiconductors, artificial intelligence, robotics, and cloud computing, building on Lithuania’s role as a regional leader in FinTech, AI research, and digital governance and Armenia’s rapidly expanding innovation ecosystem, strong engineering talent base, and growing high-tech industry.

3.3. The Signatories will facilitate cooperation in the areas of sustainable food, food security and agriculture by adopting technology-based solutions and modern systems to promote investments in the field of food and agriculture, including smart agriculture and facilitating agri-business trade.

3.4. The Signatories express their intention to facilitate enhanced cooperation to promote regional and international trade and transport connectivity, including through support to each other’s projects, such as the inclusion of Armenia’s “Crossroads of Peace” initiative in the EU’s Global Gateway strategy and for Armenia's participation in regional economic and infrastructure initiatives.

3.5. The Signatories envisage their intention to endorse joint business and technology conferences in both Armenia and Lithuania, providing a platform for stakeholders to facilitate networking and collaboration.

3.6. The Signatories express their intention to encourage cooperation in the field of energy, with a focus on green hydrogen and renewable energy projects. Lithuania’s National Energy Independence Strategy and Hydrogen Platform will serve as a model for collaboration, including storage technologies such as large-scale battery storage systems and participation in EU-funded renewable energy programs. 

  1. People-to-People contacts, Education, Science and Culture

4.1. The Signatories will continue facilitating provision of Lithuania’s support to Armenia’s reforms in the context of the implementation of the Armenia-EU Visa Liberalization Action Plan, in particular in the areas of border management and security and migration policy.

4.2. The Signatories will continue to promote collaboration between specialized educational and research centers, institutions, universities, and schools through exchanges, including in the framework of the Horizon Europe and Erasmus+ programmes.

4.3. The Signatories will promote academic partnerships between universities in Armenia and Lithuania, including in the fields of artificial intelligence, robotics, life sciences, renewable energy, quantum technologies, and cybersecurity, and will encourage research projects that involve scientists from both sides.

4.4. The Signatories will also promote initiatives focused on shared historical memory.

4.5. To consolidate progress, cooperation will be strengthened through relevant bilateral and EU-supported programs.

This Joint Declaration is not an international treaty and does not create legal rights and obligations under domestic or international law. All activities carried out under this Joint Declaration will be subject to the availability of resources and will be implemented in accordance with the respective laws and regulations applicable in the states of the Signatories. Additional areas of cooperation may be identified and mutually agreed upon by the Signatories.”
